I currently serve on the Board of Directors for L.E.T.O.A., having been elected to that position in September 2006. I have been an active member of L.E.T.O.A. since 2000.
Since 1996, I have been a police officer with the City of Sun Prairie, also serving as a tactical instructor for the past 15 years in the disciplines of EVOC, Vehicle Contacts, and D.A.A.T. Some of my past positions with Sun Prairie have included detective, school liaison officer, field training officer, and DARE officer.
I am a part-time recruit academy instructor at Madison College.
I am currently serving as a member of the Patrol Procedures Advisory Committee through the Department of Justice, and have served as a past member of the Vehicle Contacts Advisory Committee.
My hobbies include cooking, reading, outdoor sports, and riding my Harley.

I'm currently a Special Agent in Charge with the Wausau Regional Office Narcotics Bureau, Wisconsin Department of Justice / Division of Criminal Investigation. I've held previous law enforcement positions as a State DNR Park Ranger, Berlin Police Officer, Polk County Deputy Sheriff, Wisconsin State Trooper and DCI Special Agent as well as many part-time law enforcement positions back in my "early days". I have an Associates Degree in Police Science, a Bachelors Degree in Criminal Justice and am a FBI National Academy graduate. I enjoy teaching police recruits, in-service and specialized training in topics ranging from ethics to EVO to firearms and a variety of scenario-based training. I'm happily married to my wife Kari and enjoy raising my 3 boys; Jonathan, Daniel and Joshua. We are very involved in many things including church activities, music, sports, camping, kayaking and a plethora of others. |

Ray Appel was an officer with the Neenah Police Department since 1980 after spending a year with the Winnebago County Sheriff's Department. He was promoted to Lieutenant in 1988 becoming the department's first training coordinator. In 1996 he was promoted to Administrative Captain with emphasis on Human Resource Development and Regional Technological Resource Development while retaining the Training Coordinator role. He was appointed Police Chief December 1, 2003 and retired from that position June 4, 2009. Ray has been a member of LETOA since 1988. He is a Past President serving on the board of directors in several capacities for 12 years. He was the association's Training Coordinator of the Year in 1999. He served on the F. V. T. C. Criminal Justice Advisory Board, chairing that group until he moved from the district in 2010.  He has experience teaching Defensive Tactics, Ethical Decision Making for Supervisors and Domestic Abuse Response. He has held instructor certifications in Ethics, Firearms, Defensive and Arrest Tactics and C. P. R. He has presented for the Association of S.W.A.T. Personnel - Wisconsin, the Association of Training Officers of Minnesota, the Minnesota Tactical Officers' Association, the Wisconsin Department of Justice - Attorney General's Technology Conference and the international conference for the American Public-safety and Communications Officers Association (APCO), as well as for private corporations such as Kimberly Clark and Jenny Craig, and several civic groups.
Ray holds an Associate Degree from Fox Valley Technical College in Criminal Justice and a Bachelor of Arts Degree in Management and Communication from Concordia University - Wisconsin. In 2005 he graduated from Silver Lake College with a Masters in Management and Organizational Behavior. He is a 1988 graduate of Wisconsin State Patrol Academy's Instructor Development Course as well as the first class of the Wisconsin Law Enforcement Executive Development Course.

I started my career as a Correctional Officer with DOC at Racine Correctional Facility in 1998. In 2000, I began my Law Enforcement Career with the Milwaukee County Sheriffs Office as a Deputy Sheriff. While there I became a POSC, DAAT and PCS Instructor and was fortunate enough to work under Captain Gary Klugiewicz. I was then transferred to work in the Criminal Investigations Bureau as a Gun Unit Detective and became a member of the SWAT team. I also became a K-9 Handler and received my advanced K-9 Handler Certification. From 2007 to present, I now work as night shift Patrol K-9 handler with my second K-9 "Lord", at the Everest Metropolitan Police Department (Wausau area) and am one of the department LESB trainers. I am also currently a member of the Marathon County SWAT team. The first time I attended LETOA was in 2005. I also belong to or have belonged to organizations such as the Association of SWAT Personnel, Midwest Tactical Officers Association, National Tactical Officers Association, Wisconsin Law Enforcement Canine Handlers Association, National Police Work Dog Association, North Carolina Police Work Dog Association and the United States Police Canine Association. |
